You can best apply the glitter to the skin with a gel: the colorless glitterless gel from Superstar or possibly the regular glitter gel from Superstar is extremely suitable for this. This gel can simply be used over the face and does not dissolve the face.
If you want to use the glitter in the hair, you can also use hair gel.

You can apply the glitter with a cat's tongue brush or the special silicone glitter brush.
Dip it in the gel and then in the glitter and then apply it to the skin or hair.
You can also first apply the gel to the skin and then push the glitter on with the glitter brush.
The gel dries up and the glitter is firmly attached.
